At it’s Oct. 6 regular meeting, Issaquah City Council will forego regular business in order to focus on two items of special business and the final public hearing on the city’s proposed development agreement with Costco.

First, Mayor Fred Butler will present an overview of the preliminary city budget for 2015. The presentation is the first step in an extensive review process, including four council work sessions and two public hearings.

The budget is expected to be passed by the council Nov. 17, but adoption may be drawn out to Dec. 1. A full timeline of the process can be found here.

Butler will then proclaim Oct. 2014 to be Domestic Violence Awareness Month, urging citizens to support LifeWire (formerly the Eastside Domestic Violence Program) in its efforts to assist survivors of domestic violence. In 2012, the most recent year publicized, LifeWire served 4,580 individuals, answered 11,291 help line calls and educated and trained 22,362 people on the subject of domestic violence. Lisa Wilson of LifeWire’s Board of Directors will be present at the meeting to accept Butler’s proclamation.

Following approval of the consent agenda, the council will hold the second of two public hearings on its potential development agreement with Costco to expand the wholesale corporation’s headquarters.

Costco seeks to expand its headquarters in Pickering Place to 1.5 million square feet. The development agreement that would allow the expansion would require an amendment to the Pickering Place Master Site Plan and require Costco to pitch in to the $50 million cost of planned road improvement projects.

At the first public hearing, Randy Bass expressed concern that a planned roundabout at the intersection of East Lake Sammamish Parkway and Southeast 62nd Street would overrun a portion of his storage and rental business.

Following the second hearing the council is scheduled to consider resolutions for the next steps in the agreement process.
