Issaquah intends to annex Bellevue Utilities Island

The city of Issaquah may soon add another two acres to its territory.

The City Council voted unanimously at the June 5 meeting to move forward in steps to annex the 1.87-acre Bellevue Utilities Island, home to the Lake Sammamish Reservoir.

The piece of land, located just south of Newport Way Northwest and Northwest Village Park Drive, is currently surrounded by the city of Issaquah but owned by the city of Bellevue.

On Jan. 1 of this year, the city of Issaquah assumed the Bellevue water and sewer utilities as part of an interlocal agreement made by the cities of Issaquah and Bellevue in August 2015. According to the city of Issaquah, this interlocal agreement was a result of the annexation of the 403-acre Greenwood Point/South Cove area by Issaquah in 2006.

“Now that we’ve assumed the Bellevue Water and Sewer District, now it’s time to bring that parcel under our jurisdiction,” said Trish Heinonen, planning manager for the city of Issaquah. “It’s a very small little parcel with a very big reservoir on it.”

Heinonen said that Issaquah plans to “clean it up and make it part of the city.”

The agenda bill will go in front of the Council Land and Shore Committee at its July 6 meeting, before coming back to the council on July 17. The city of Issaquah will send a Notice of Intent to Annex to the Washington State Boundary Review Board for King County.

Two quasi-judicial public hearings will be held at the July 17 and Sept. 5 council meetings to hear input on pre-annexation zoning.

Another public hearing at the Sept. 5 meeting will concern the proposed annexation. At the close of this hearing, the council can make a decision on the proposed annexation.
